James E. Dalton, a local insurance claims executive and co-founder of Pacific Claims Service Inc., died last Friday of cancer. He was 81 and lived in Clairemont.
Mr. Dalton was born in Illinois and graduated in 1935 from Rocky Mountain College in Billings, Mont., with a degree in business administration.

During World War II, he was commissioned a lieutenant in the Navy. After the war he joined the Naval Reserve and retired as a lieutenant commander.
