During World War II he was appointed, as a specialist in commodities and metals, chairman of the War Industries Board, an institution responsible for organizing the U.S. war economy. In 1946, he was appointed by Harry Truman to prepare a plan for disarmament of nuclear weapons, but the attempt was a failure due to opposition of the Soviet Union. According to historians, he coined the term "Cold War," defined as the tension between the two superpowers.
