Born in Otsego Co. NY, the son of Rev. Eleazer Storrs Barrows and Catherine Cloe Fuller, he was a graduate of Williams College, NY and Buffalo Medical University. He came to Janesville in 1850, and he also was in the drug business. Barrows was secretary of the Oak Hill Cemetery Association. He was a trustee of the Wisconsin Blind Institute, Clerk of the school board, Director of the First National Bank, and was for several years chairman of the Inspecting Committee of the Wisconsin State Hospital for the Insane.
