A devoted husband, father, grandfather, brother, and son, Kenneth D. Decker was born in his parents' home at 1233 Wood Avenue in Kansas City, Kansas. He was a 1934 graduate of Wyandotte High School and was ordained a member of the Melchezidic priesthood in the Reorganized Church of Jesus Christ of Latter Day Saints, now known as The Community of Christ. He graduated from Kansas City Barber College in Kansas City, Missouri, in 1933 before he graduated high school and was a longtime barber in the Kansas City, KS, and Shawnee Mission, KS, areas from 1934 to the early 1970s. At the time of his graduation, he was only 17 and was the youngest licensed barber in the metropolitan Kansas City area. He owned his own shop in the 1940s and 50s. He later managed bowling establishments, most notably Main Street Bowl (1960-1962) in Atchison, KS, Walnut Bowl (1962-1963) in Great Bend, KS, Lucky Strike Lanes (1971-1977) in Kansas City, MO, and Sunset Lanes (1978-1980) in Kansas City, KS. He served in the Medical Corps in the United States Army 1943-1946. He was also an avid sportsman who enjoyed baseball, golf, bowling, and hunting. In August 1973, aged 56, he bowled a perfect game in an American Bowling Congress sanctioned game. He was very proud of the diamond ring he received from the ABC.

He was the son of Zachariah Erastus "Zed" Decker and Mae Elizabeth Allen Decker. He was the husband of Beverly Mildred Dege Decker, to whom he was married on November 14, 1943, by Brother Evan Fry at Chelsea RLDS Church in Kansas City, KS. He was the younger brother of Zora Edna Decker Allen Reynolds Heckart, George "Georgie" Decker, Milo Harold Decker and Anna Hilda Decker Engleman Sumerwell, all of whom preceded him in death.

He and Beverly Mildred Dege Decker were the parents of Cheryl Kay Decker (b. 11/07/1944), Sandra Lee Decker (b. 09/10/1945, d. 11/17/2010), Tamara Lynne Decker (b. 09/16/1957), and Geoffrey DeWayne Decker (b. 01/31/1962).
