Ruby was born in Canada but moved to Macomb, NY as a child where she attended school. On Oct 14, 1924 she was married to Earl Downing. They moved to Syracuse shortly after they were married, then returned to Macomb in the early 1930's where they operated a store at Pierce's Corners until Mr. Downing's death in 1947. Following her husband's death, Ruby operated the store for another 20 years, and also served as town clerk for the town of Macomb and as St. Lawrence County Supervisor. She was the second woman to become a member of the Board of Supervisors, serving from 1969 to 1974.

She and Earl had two children, Malcolm Earl who died in 1928 and Mary Seleway who died in 1985.

Ruby was buried in Woodlawn Cemetery in Syracuse, NY.
