The son of Mathias & Catherine (Long) Parthemore, in 1860 he was a carpenter presumably living in or near Dauphin County, Pennsylvania, although he is not found with any certainty in that census. He stood 5' 6" tall and had brown hair and blue eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted in Harrisburg July 28, 1862, mustered into federal service there August 9 as a private with Co. C, 127th Pennsylvania Infantry, and honorably discharged with his company May 29, 1863.
2. Enlisted in Harrisburg August 24, 1864, mustered into federal service there August 26 as a private with Co. F, 201st Pennsylvania Infantry, and honorably discharged with his company June 21, 1865. His brothers Solomon and John L. Parthemore served in the same company.

He married Eleanor S. Schuler and fathered Roy L. (b. 06/30/71), Charles H. (b. 01/05/73), Curtis Isadore (b. 10/05/75), Adeline G. (b. 07/27/77 - married Henry C. Sellers), Ellen May (b. 02/27/79 - married Jacob Wolf), and Elizabeth Jane (b. 03/27/85). In 1890, he was living in Highspire but died at his son Curtis's home in New Cumberland, Cumberland County, from "a stroke fol[lowed] by paralysis." He had been a member of Steelton's Lascomb Post No. 351, G.A.R.
