Lucille was raised in Boonville, IN and received nursing degree from Welborn School of Nursing. She worked at Servel as an industrial nurse during WWII and volunteered as a Pink Lady at St. Mary's Hospital. She loved her church, First Baptist, in Evansville and enjoyed singing in the church choir.

She was preceded in death by her husband, Robert E. Carter, in 1977; son, Dr. Robert E. Carter, Jr. in 1994; brother Ray Carnahan.
