Oregon Governor, US Senator. A graduate of Washington and Lee University in Lexington, Virginia, he trained in the law, he moved to Oregon in 1872 to teach. During the conflicts with Native Americans in eastern Oregon he served in the "Linn County Rifles", a volunteer militia group who were sent to combat them. Active in Oregon Democratic politics, he served as the state's Attorney General before he was elected Governor of Oregon in 1902. He served two terms, supporting causes such as the initiative and referendum amendments, and protection of the salmon industry through open and closed fishing seasons. He resigned in 1909, having been elected as a Democratic Senator from Oregon to the United States Senate. In that post he helped devise the World War I Selective Service Draft and developed food control procedures. He served from 1909 until 1921, when he was defeated to re-election by Senator Robert Nelson Stanfield. He practiced law in Washington, DC until his death in 1928.
