Governor of Oregon, Governor of Utah. He came from Missouri to Oregon in 1847 and was a carpenter and gold miner. He studied law at McMinnville College and was admitted to the Oregon Bar in 1858. He was one of the founders of the Republican Party in Oregon and Presidential elector for Abraham Lincoln. He served in several judgeships, including Idaho Territory Supreme Court. He was the Governor of Oregon from 1866 to 1870. He was involved in the US War Department's Indian Policy formation, and the building of railroads from Oregon to California. In 1871 President Grant appointed George Woods as Governor of Utah, a position he held until 1875. He practiced law in California, Nevada and Oregon until his death in Portland, Oregon.
