US Congressman, Oregon Governor. Born in Morris, Illinois, he was educated at the University of Michigan, taught school in Grundy County Illinois (1877-80), in Franklin County, Kansas, in 1881, then moved to Oregon and taught school in Milton, Weston and Umatilla Counties, (1883-90). He was superintendent of schools of Umatilla County, (1886-90), county clerk of Umatilla County (1890-94), then graduated from the law department of Northwestern University Illinois, was admitted to the bar and practiced law in Pendleton, Oregon, (1895-1907). He also engaged in banking, the power-light business (1898-1907), plus operated stock and wheat farms, (1907-37) and served in the Oregon State Senate, (1903-07, (1917-21). In 1923, he was elected as the 17th Governor of Oregon and served until 1927. In 1933, he was elected as a Democrat to the Seventy-third Congress and to the next four succeeding Congresses, serving until he retied from politics in 1943. He died at age 92 at his home in Eola Hills, Oregon.
