Susan or Susannah was the oldest of six children born to David & Jane (Moore) Headley. On 31 March 1857, she wed Elijah Tolle in Grant County, Indiana.

Elijah & Susan were the parents of 10 children: Phoebe Jane, David William, Mary Arsula, Debbia Ann, James Henry, John Wesley, Frances Lillian "Lillie", Daniel (died at 4 months), Frank E and Minnie Dell.

In 1860 the couple is found in Sims twp, Grant County, Indiana; in 1880 they're in Danbury Precinct, Redd Willow County, Nebraska; in 1885 they're in Glenville, Clay County, Nebraska; in 1900 they're in Clay County, Nebraska, Lone Tree Precinct. Sometime between 1900 and 1909, they move to Bellingham, Washington, where Elijah died in 1909. In 1910, Susan is a widow and living with her daughter and son-in-law, Charles & Minnie Moore, in Whatcom County, Washington, in the community of Laurel.
Susan then dies on 30 Sept 1917, in North Bellingham.
