D.H. was born on January 24, 1943 in Wichita Falls, Texas. Raised in Lubbock, he graduated with a B.A. in Accounting from Texas Tech in two years and nine months. Stricken with Juvenile Rheumatoid Arthritis as a child, he became a well-known advocate for the disabled in Dallas, serving on many local and state boards and commissions. He founded the Chamber of Commerce for the Disabled and compiled and coordinated publication of "Access Dallas", a disabled access guide distributed by the Easter Seal Society.
He is survived by his loving wife, Betty Wright Howell; mother, Emma Lou Burge Howell Sheumaker; brothers, Chris Howell and Clinton Sheumaker; and sisters, Treva Hyatt and Evelyn Nelms.
