Jacob served in the 1st Pennsylvania Infantry, Company C, in 1861, then from 1864-1865 served as a coal heaver for the U.S. Navy on the USS John P. Jackson in the Gulf of Mexico.
He was the second of nine children born to Elizabeth Sorber and George Rustay. He and Marion Wallace were married by Rev. William R. Glen on July 6, 1856, in Tamaqua, Schuylkill County, Pennsylvania. They had ten children: Alvyn, Perry, Joseph, Carrie, Wallace, Robert, Gilbert, Harry, George, and Franklin.
From 1860-1887, he worked as an engineer on the Delaware, Lackawanna, and Western Railroad and on the New Jersey Central Railroad. He served as an officer of the Brotherhood of Locomotive Engineers, Phillipsburg Division, Number 30.
