Civil War Union Army Officer. Son of John and Margaret Longan Barnard of Camden, New Jersey. His father was a sea captain who died at sea.

He was commissioned as a 2nd Lieutenant in Company G, 3rd New Jersey Volunteer Infantry on December 16, 1861. He served as an Aide-de-Camp on the staff of Brigadier General Philip Kearney when he was killed in action at the Battle of Williamsburg, Virginia on May 5, 1862.
