U.S. Attorney General. Receiving an education at the University of Michigan, he graduated from the law department in 1881 and practiced law in Washington Court House until 1893, when he moved to Columbus, Ohio. He served as a member of the Ohio General Assembly, (1890-94) and organized the law firm of Daugherty, Todd & Rarey, in 1902. In 1921, he was appointed the 51st Attorney General of the United States, serving under Presidents Harding and Coolidge until he resigned in 1924. After leaving office, he was charged with defraud the United States Government in the Teapot Dome Scandal in 1926 and was acquitted of the charges in 1927. He returned to practicing law until his retirement in 1932 and with Thomas Dixon, was author of “The Inside Story of the Harding Tragedy,” (1932). He died peacefully in his sleep of a heart attack at age 81.
