She was the paternal grandchild of Ephraim FitzRandolph and Rachel Stelle; and gr-grandchild of Joseph FitzRandolph Sr. and Rebecca Drake. She was a direct descendant of this family's patriarch Edward FitzRandolph (ca. 1615-1684)of Nottinghamshire, England whose family settled in Barnstable, MA in 1630. He would later come to Piscataway, NJ in 1669, fleeing the religious oppression of Massachusetts. On her mother's side, she was the maternal grandchild of William Snowden, Jr. and his (1st) wife Rachel Reed, one of the prominent Snowden family associated with Philadelphia.
Phebe married George Hance Stout of Hunterdon County in 1805, both being 21 years of age at the nuptials. George had left the family farm and was a merchant in New Brunswick, but soon entered the FitzRandolph family coal business where he and their children would earn their fortunes.
George and Phebe would become parents to 7 known children (3 boys/4 girls) born in New Brunswick: Eliza Stout (c.1807), Abigail Hance Stout (c. 1809), Lewis FitzRandolph Stout (1810-1887), John Wilson Stout (1814-1884), Augustus T. Stout (1819-1865), Anna FitzRandolph Stout (1821-1910), and Maria C. Stout (1824-1915).
Phebe died in 1845 at age 61. Her husband of 40 years survived her another 14 years, passing in 1859 at age 74. As for her children, none are buried here; but some of her grandchildren are.
