Frederick (Fred) George Beisser is the oldest child of the late Frederick T. Beisser of Plymouth, Wisconsin and the late Edith Hulda Hoffmann of Town of Lima, Sheboygan County, Wisconsin.

Fred graduated from Sheboygan Falls Public High School, was employed in his home town by Curt G. Joa, Inc. for two years and in 1963 enlisted in the United States Air Force. He served his country for 25 years in various accounting, budgeting and financial management positions in Turkey, Germany, Japan and in the United States. He retired from the Air Force with rank of Major in January 1989. During his military career he was awarded the Meritorius Service Medal (five times) and the Air Force Commendation Medal as well as Expert Marksmanship Medal for both rifle and pistol. While with the Air Force he earned a Bachelor of Science in Business Administration with the University of Southern Colorado in Pueblo, Colorado and a Master of Business Administration from Golden Gate University in San Francisco.

In 1967 while serving with the Air Force in Ankara, the capitol of Turkey, Fred met the late Mechtild Susanne Elisabeth Wienhues of Gelsenkirchen, Germany, who was visiting mutual friends, Johannes and Eva Huber, in their apartment on the grounds of the German Embassy. Subsequently, after Fred's arrival in Wiesbaden, Germany, on a following assignment, he and Susanne were married in 1968. They became the parents of two children, Alice Margrit and Frederick Johan Beisser. Their assignments together included Colorado Springs, Colorado; McClellan AFB, Sacramento, California; Kadena Air Base, Okinawa, Japan; Travis AFB, Vacaville, Calif.; Incirlik Air Base, Adana, Turkey; and Hahn Air Base, Germany. In 1983 M. Susanne E. Beisser died in Blankenrath, Germany in a fatal traffic accident. Eventually, Fred and the children returned to the USA in 1985, coming to Lowry AFB, Denver, Colorado for a final assignment at the Air Force Accounting & Finance Center. In January of 1989 Fred retired from the Air Force.

In 1990 Fred was appointed Chief Financial Officer of DCX, Inc., Franktown, Colorado, and later promoted to Vice President--Finance & Administration. Subsequently in 2002 he was appointed Senior Vice President --Finance with PlanGraphics, Inc. of Frankfort, Kentucky, a position he held until his "retirement" in November 2009. He was assigned to its administrative office in Parker, Colorado where also he makes his home. In November 2006 he became a member of the board of trustees for the Elbert County Library District and was elected president; his board term ended in 2012. In March 2009 he was appointed to the board of directors of the East Central Council of Governments in Colorado serving until December 2011. In October 2009 he was elected to the board of directors of the German American Chamber of Commerce - Colorado Chapter and after serving as vice president for several years was subsequently named president until his resignation in 2014.

Fred also holds a PhD from American International University of Canoga Park, California, and was a Colorado certified public accountant for over 30 years having passed the entire three day exam on his first sitting. He is fluent in English and German and also speaks Turkish.

In addition to hobbies such as running, skiing in the mountains of Colorado, Western Americana and elk hunting he also raised Texas Longhorn cattle on his 3,040 acre ranch near Ault, Colorado.
