Michael was born in Barboursville, WV, in 1943, the son of John Raymond Halley and Rena Elvira Perry Halley. He is married to the former Carmen Joan Blair of Rockport, WV.

His siblings are Juanita Eleanor Halley Womack (husband: Jennings Franklin Womack), both deceased; and John Steven Halley (deceased).

Michael is a graduate of Marshall University in Huntington, WV (BA, 1965), and The Southern Baptist Theological Seminary, Louisville, KY (MDiv, 1970). He served as a chaplain in the U. S. Navy from 1971 to 1993 and is currently the senior pastor of Holy Neck Christian Church in Suffolk, VA.
