Ok, so you are looking for Herman Sr.'s brother Albert.
He died in Orient, SD but unfortunately his obituary does not state which cemetery he is buried in.
I did not find a Find A Grave memorial for him.
Let me know if you need birth/death dates or if there is anything else I might be able to help with.

There is a Herman Pagel with different dates listed in the genealogy society's index for this cemetery. (http://www.howgs.org/cemeteriesburied.php?cemeteryname=St.%20John%27s)
He seems to be Albert's father. 1900 census shows Herman Sr. and Hulda Pagel with children Otto, Albert, Anna, and Herman Jr.
Herman Jr. is buried at Forest Hill Cemetery in Wisconsin Rapids. (Memorial# 99641985) Is that who you are looking for?

You're welcome. Doc and Mrs. Pagel used to live across the road from where I live now. He was our family Dr. and she was a sweet lady. I'd see her in the grocery store often.

I created a new memorial for a 2nd Infant in the Pagel family plot. (The first is a 1 yr. old simply listed as "Infant Son of Oscar".) There is no information regarding the 2nd infant at all. No name, sex, date of death, not even a positive ID of the last name. Forest Lawn Cemetery lists the Infant as:
Pagel?, Infant (with no other info except the burial location.)
I have transferred the Infant to your care as you are related.

There is no headstone/marker for Otto C. Pagel. I added 2 photos to his memorial. 1 is the family plot marker, which faces South. The 2nd photo is the North side of the Pagel family plot. No one buried on the North side of the plot has a headstone/marker.
For what it's worth...I did learn:
*He was born 4/13/1881
*His parents were Carl and Louise (Petit) Pagel
*He married Henrietta A Brunner in 1900
*He was 65 at the time of his death and
*cause of death was chronic myocarditis
I sent edits to the creator of the memorial, but it may take up to 2 weeks before they are accepted and show up on the memorial.
