I was born on August 21, 1938, in Santa Monica Hospital to Frances Muriel (Walsworth) Watt and Robert Samuel Watt.

I grew up in the Venice-Culver City, California area, having graduated from Venice High School in 1956. I attended the University of Southern California in 1956-1957, Santa Monica City College in 1857-1959, Brigham Young University in 1959-1960, the the University of Utah in 1960-1882, graduating with a Bachelor of Science Degree in Political Science, minoring in History.

I then attended California Western University School of Law an graduated with a Juris Doctor Degree in 1966.

I have been married to Judith Gayle McDevitt, for 57 years, having 4 children with her; 19 Grandchildren and 4 Great Grandchildren.
