Canadian politician and magistrate. A native of Rimouski (Québec), he studied at the Saint-Louis-de-Gonzague School in Québec, then at the Minor Seminary of Québec, at Brébeuf College in Montréal, at St. Lawrence College in that same city and finally atLaval University. He was admitted to the Bar of the Province of Québec on January 14, 1939. He was created Queen’s Counsel in Law on December 20, 1960. He worked as a barrister in Rimouski with two colleagues until 1953, then practised alone until 1970. He served as Mayor of Rimouski, from 1961 to 1969. In 1967 and 1969, he was President of the Union of the municipalities of Québec. His attemps to get elected, first to the legislature of Québec, in 1944, and to the House of Commons, in 1950, were both failures. In June 1996, he was elected as the Liberal representative for the district of Rimouski to the Legislative Assembly of Québec. He was re-elected in 1970. From May 12, 1970 to February 21, 1973, he served on Premier Bourrassa’s cabinet as Minister Municipal Affairs. From May 12 to October 1, 1970 and later from February 21 to April 11, 1973, he was also Minister fof Labour. He was also the minister in charge of the “Office de développement de l’est du Québec”, from October 15, 1971 at June 1, 1972. He did not represent himself in 1973. On September 25, 1973, he was appointed judge at the Provincial Court and named President of the “Commission des accidents du travail”. He kept this last function until January 25, 1977. He was one of the cofounders and directors of the “Québécair” airline. He was also active on various boards of companies and caritative societies working in the Rimouski region. He passed away in Québec.
