Indian Mutiny Victoria Cross Recipient. Born in Kilcullen, Ireland, he served as a Lance Corporal in the 84th Regiment of Foot, British Army. During the period of July 12, to September 25, 1857, in Lucknow, India, Lance Corporal Boulger distinguished himself in 12 actions fought by his regiment. He was one of the party which stormed the bridge over the canal on the relief of the Residency and shot a gunner who was in the act of firing a 68-pounder in the face of the British troops. He was also the first man to enter an enemy masked battery. In the subsequent defense of the residency position, he was severely wounded. For most prestigious gallantry, he was awarded the Victoria Cross on June 18, 1858. Remaining in the Army, he served as a Quartermaster during the 1882 Anglo-Egyptian War and later achieved the rank of Lieutenant Colonel. He died at age 64 in Moate, Ireland.
