Harry Foster was born in Meade, Kansas, to Fred and Maggie (Champion) Foster. When he was about six his family moved to the Woodward, Oklahoma, area, where he finished his schooling. He married Stella Kilroy when he was 26 and she was 18, and they settled in a very rural part of Harper County, Oklahoma. They raised two children, Thelma and Kenneth, before divorcing. Harry later married Martha Whitney.

He retired from the US Bureau of Reclamation, by whom he was awarded a "commendable service" medal in 1954. He had worked as a line patrolman and inspector in the Rocky Mountains. He died after a long illness, in Evanston, Wyoming, at the age of 65.
