Maryland Governor. A native of Hagerstown, Maryland, he served in the United States Army during the First World War. He served as the Maryland State Attorney General from 1930 to 1934, Presidential Elector from Maryland in 1936, Member of the Democratic National Committee from Maryland from 1940 to 1950, Delegate to the Democratic National Convention from Maryland in 1944, and as the Governor of Maryland from 1947 to 1951. As Governor he introduced the first sales tax, and also was Chairman of the Board of the Herald-Mail Company, newspaper publishers.
