U.S. Congressman. He studied law at Delaware College, was admitted to the bar in 1856, and commenced to practice law in Bel Air, Maryland. He was a member of the Maryland State Senate (1878 to 1880) and was elected as a Democrat to the Fifty-first and Fifty-second Congresses (1889 to 1893). Not a candidate for re-nomination, he was appointed in 1893 Superintendent of Immigration by President Cleveland and served until 1897. After leaving office, he resumed the practice of law until his death.
