U.S. Congressman. He graduated from Northwestern University, in 1873, from the Union College of Law, in 1875, was admitted to the bar and practiced law in Burlington, Wisconsin, in 1879. He was district attorney of Racine County, (1880-84) and a member of the Wisconsin State Senate, (1887-89). In 1893, he was elected as a Republican to the Fifty-third Congress and to the next twelve succeeding Congresses, serving until 1919. He was again elected to the Sixty-seventh Congress in 1921 and to the next four succeeding Congresses, serving until his death at age 80.
