Before his service in Congress, he was the island’s commissioner of health from 1931 to 1933 and from 1942 to 1946, as well as Puerto Rico’s acting governor from 1943 to 1946. When not involved in public serivce, he kept his medical practice active. He was Puerto Rico's first cardiologist.
