U.S. Congressman. Graduating from the law department of the University of Michigan, in 1892, he was admitted to the bar and commenced to practice law in Pittsburgh, Pennsylvania. He was as president of the American Republican College League, appointed by President Harrison to codify the navigation laws of the United States and appointed a delegate to the Parliamentary Peace Conference at Brussels, in 1905. In 1905, he was elected as a Republican to the Fifty-ninth Congress and to the next four succeeding Congresses, serving until 1915. He also was chairman of the congressional committee which inaugurated William Howard Taft as President. Not a candidate for re-nomination, he resumed the practice of law and was United States Government director of War Savings during the World War I. In 1927, he was elected general counsel of the Republican National Committee and served until his death at age 64.
