Governor of Wyoming from 1933 to 1939. As a depression governor, his most difficult problem was financing the state government. During his tenure, Wyoming initiated a sales tax. He took a controversial stand favoring the expansion of Grand Teton National Park. In a re-election bid in 1938, he was defeated by Republican Nels Smith. From 1942 until 1944, he was regional director of the War Production Board. He also served from 1940 until his death on the board of the Jackson Hole Preserve.
