Governor of Vermont. He graduated from Trinity College in Hartford, Connecticut and was employed as a Clerk in his family's business, Clement & Sons Marble. He became a partner in 1871, and in 1876 sold the business to the Rutland Marble Company. Clement then became active in numerous other ventures, including Rutland's State Trust Company and Clement National Bank, the Rutland Railroad, and the Rutland Herald newspaper. A Republican, he served in the Vermont House of Representatives from 1892 to 1893, and helped secure charter for Rutland City to incorporate separately from Rutland Town. Clement was Mayor of Rutland City from 1897 to 1898, and served in the Vermont Senate from 1900 to 1901. He ran unsuccessfully for Governor in 1902 and 1908. From 1911 to 1912 Clement served again as Rutland's Mayor. In 1918 he was the successful Republican nominee for Governor and served one term, 1919 to 1921. As Governor, Clement opposed women's suffrage. In addition, he opposed Prohibition, the enactment of which negated his efforts on behalf of the Local Option movement. Clement also pardoned his predecessor as Governor, Horace F. Graham, who had been convicted of embezzlement while serving as State Auditor. Clement returned to his business interests after leaving the Governor's office.
