Elizabeth Ann Simon Wagner was born September 9, 1903 in Camp Springs, Campbell County, Kentucky, the fifth-born child of Henry George Simon and Apollonia Hoffmann Simon. She had seven siblings. Elizabeth married William Anthony Wagner, and they had seven children. She and her husband shared a birthday four years apart.

Elizabeth died in Highland Heights, Campbell County at age 80 on July 21, 1984. She is buried near her husband in Saint Stephen Cemetery in Fort Thomas, Campbell County. Her heritage was German.
