Vermont Adjutant General. He graduated from Brigham Academy in 1890 and was employed by the Central Vermont Railroad. He joined the National Guard in 1898 as cornet player and served with the 1st Vermont Infantry in the Spanish-American War. He then studied law and commenced practicing in 1902. A Republican, from 1904 to 1906 he was Judge of the St. Albans Municipal Court. Having received a commission and working his way up the ranks, in 1910 he was appointed Adjutant General and promoted to Brigadier General. Appointed a Major in the Army in 1917, he served in World War I on the Militia Bureau staff, as Adjutant of the 93rd Division, on the Services of Supply staff, and as Assistant Adjutant of Camp Meade, Maryland. His later assignments included Liaison to the Senate Military Affairs Committee, and he retired as a Colonel in 1938. He lived in Newfane, Vermont, where he served as a Selectman, and he remained active until dying from complications following a hip fracture suffered in fall. Tillotson was a 33rd Degree Mason, and the youngest-ever Vermont Grand Master. He also authored several books on military law and Masonic law and history.
