Politician. Governor of Idaho from 1923 to 1927. A public school teacher in rural Missouri, Moore and his family moved to St. Anthony, Idaho in 1899. He became involved in the real estate business and entered into a partnership with H. G. Fuller that lasted more than thirty-five years. Moore was elected to the Idaho House of Representatives in 1902 and served until 1907. In 1918 and 1920, he was elected Lieutenant Governor of Idaho and ran for Governor in 1922. With his election as Governor, he became the first person in the state's history to move from the Lieutenant Governor's Office into the Governor's chair. He was re-elected in 1924. During his administration authorization was obtained for the American Falls Project, the North - South highway, the King Hill Reclamation Project, and the Black Canyon Dam. He actively sought to promote the educational institutions of the state through increased funding and sought laws to protect the environment. He served as United States Land Commissioner under President Hoover from 1929 until 1933. Following his service in Washington, he returned to his real estate interests in Idaho.
