US Congressman. He served in the United States House of Representatives from 1893 to 1899 and from 1907 to 1911 as a representative from Oregon's 2nd Congressional District. Ellis served as chairman of the Committee on Expenditures in the Justice Department and was a member of the Committee on Irrigation of Arid Lands. He attended Iowa State Agricultural College in Ames, Iowa and the University of Iowa in Iowa City, Iowa where he received a degree in law. He was a one term mayor of Panora, Iowa where he began his practice of law and a two-term Mayor of Hamburg, Iowa. He served as School Superintendent of Morrow County, Oregon from 1885 to 1886. He also served as District Attorney of the Seventh Judicial District from 1896 to 1892 and as a circuit court judge of Oregon's Sixth Judicial District from 1910 to 1906. He was defeated for re-election to Congress in 1910. Following his defeat he returned to the practice of law, operating private practices in the cities Pendleton and Portland, Oregon.
