US Congressman. He graduated from New York's Hamilton College in 1850, moved to Illinois and became an attorney. From 1863 to 1866 he was a member of the Illinois House. He won an 1869 special election as a Republican to fill the US House of Representatives seat left vacant when Elihu B. Wasburne resigned to become Secretary of State and then Minister to France. Burchard served the remainder of Washburne's term and was elected to four full terms, serving from 1869 to 1879. After running unsuccessfully for reelection in 1878 he served as Director of the US Mint from 1879 to 1885. Burchard then resumed his law practice. In 1885 he was a member of the commission that revised Illinois's state revenue laws. In 1893 he was in charge of the Mining Department's Awards Jury at Chicago's World Columbian Exposition.
