US Governor, Congressman, and Senator from Vermont. A native of Rutland, Vermont, Stafford served first as the Vermont State Attorney General from 1955 to 1957, Lieutenant Governor of Vermont from 1957 to 1959, Governor of Vermont from 1959 to 1961, Vermont Congressman from 1961 to 1971, and finally concluding his public career as a United States Senator from 1971 until his retirement from the Senate in 1989. He also served in the United States Navy in both World War II, and the Korean War. A noted lawyer, Stafford was also known as a staunch environmentalist and a champion of education. In 1988, the reauthorization of the Disaster Relief Act of 1974 was entitled in his honor the “Robert T. Stafford Disaster Relief and Emergency Assistance Act” (Stafford Act) to coordinate federal assistance for disasters and emergencies. This law is still in effect today for major disasters declared by the President and administered by the Federal Emergency Management Agency. Also in 1988, Congress renamed the Federal Guaranteed Student Loan program in his honor to the “Robert T. Stafford Student Loan” program (Stafford Loan).

Rather than a headstone, a granite bench is used as a marker for the gravesite of Senator Stafford and his wife Helen.
