US Congressman. During the Civil War he served in the 8th Massachusetts Volunteer Infantry and in the 3rd Massachusetts Volunteer Cavalry. He was a member of the Massachusetts State house of representatives in 1872 and 1874. In 1879 and 1880, he was city assessor and mayor of Lynn, 1881 and 1882. In 1883, he was elected as a Democrat to the Forty-eighth and Forty-ninth Congresses serving until 1887. After his term, he was appointed United States marshal for Massachusetts serving 1888 to 1891. From 1891 to 1893, he was warden of the State prison and United States pension agent at Boston, 1894 to 1898. His last public office was as sealer of weights and measures for the city of Boston, 1902 to 1905.
