US Congressman. He studied law, was admitted to the bar in 1854 and opened practice in Gloucester, Massachusetts. From 1855 to 1857, he was a United States assistant district attorney. He was a member of the State House of Representatives in 1871 and a delegate to the Democratic National Convention in 1872. In 1875, he was elected as a Democrat to the Forty-fourth Congress, serving until 1877. An unsuccessful candidate for reelection, he resumed the practice of law and was city solicitor of Gloucester, in 1874, 1875, 1877, and 1879. From 1885 until his death, he served as judge of the superior court of Massachusetts.
