Revolutionary War Continental Congressman, US Constitution Signer, US Congressman. Elected as a Delegate from Maryland to the Continental Congress, serving from 1781 to 1783. During his time in that seat he signed the Articles of Confederation. In 1787 he served as a delegate from Maryland to the Constitution Convention, and was a Signer of the Document. Elected to represent Maryland as an At-Large Delegate to the United States House of Representatives, serving from 1789 to 1791. He was appointed by President George Washington to the Commission to locate the new US Capital, and was instrumental in the selection of the present site of Washington, DC. He was the cousin of Declaration of Independence Signer Charles Carroll, and of Continental Congressman Charles Barrister Carroll, and Uncle to Virginia Senator Richard Brent.
