Hugh was the son of John Jacob Hicks & Eliza Margret McCullough Keen and husband of 1. Edna Sue Moore, 2. Ione Dabney and 3. Rose (last name unknown at this time). He & Edna had 3 daughters and she died during childbirth as well as their first son. With Ione, he had another 3 daughters plus 4 sons. All of their children were born in Garland, Texas. Some records show that Hugh was born in Garland, Texas as well. However, on his & Ione's son, Henry Robins Hicks' birth certificate it gives his place of birth as San Antonio. It is believed that Henry's birth certificate was a "delayed issue" one since many of the records were destroyed and Henry's middle name should have been spelled "Robbins" instead of "Robins". Hugh had a Vulcanizing Shop in Garland, Texas.
