Author. He served as Lieutenant Governor of Louisiana from 1948 to 1952, during the second administration of Governor Earl K. Long. He was also a member of the Louisiana Legislature (1940 to 1948), and he served as State Auditor (1956 to 1960). He wrote "Peapatch Politics," a memoir of the Earl K. Long era in Louisiana politics.
