Arizona Governor, U.S. Senator. Moving with his family to Arizona, he attended the University of Arizona, graduated from Stanford University in 1930 and with his brother established the Fannin Gas and Supply Company. In 1958, he was elected as a Republican as the 11th Governor of Arizona, serving until 1965. During his three terms, he increased funding for the public school system by raising sales taxes, equalized property taxes, plus the first medical school in the state was established and the Arizona-Mexico Commission to promote tourism and trade across the border was created. After leaving office, he was elected to the U.S. Senate, serving (1965-77). Not a candidate for reelection, he served on the Central Arizona Water Conservation District Board. He in died in retirement from a stroke at age 94.
