U.S. Congressman. He attended the Academy of New Bern, graduated from Princeton College, in 1796, studied law, was admitted to the bar in 1798 and commenced to practice law in New Bern, North Carolina. He was a member of the North Carolina State Senate, (1800-1812) and served in the North Carolina State House of Representatives, (1807-1809). In 1813, he was elected as a Federalist to the Thirteenth and Fourteenth Congresses, serving until 1817. Not a candidate for re-nomination, he was again a member of the North Carolina State Senate, (1818-1819) and served in the North Carolina State House of Representatives, (1824, 1827-29, 1831). In 1833, he was appointed judge of the Supreme Court of North Carolina, serving until his death at age 65. He also is the author of the official North Carolina state song, "The Old North State".
