Formed the what was to become Imperial Sugar Company in Sugar Land (formerly Sugarland),Texas. In partnership with William T. Eldridge, Kempner purchased several plantations and the failing sugar mill there in 1906. After Eldridge's death in 1932, the Kempner family consolidated and renamed the venture Imperial Sugar Company (which Kempner named after the Imperial Hotel in New York City). It still refines raw sugar and molasses at its huge plant in Sugar Land. It is the oldest existing business in Texas. It has operated continuously on the same site since 1843. Kempner was also one of the originators of the "commission" (mayor and four commissioners appointed by the governor) form of city government. After the devestating 1900 hurricane, Galveston was the first such city to have this form of government. Kempner was mayor of Galveston, Texas from 1917 to 1919.
