He attended the Asbury University, graduated from the law department of Indiana University at Bloomington in 1872, was admitted to the bar and commenced to practice law in Pendleton, Indiana, in 1975. Entering politics, he was a member of the Indiana State Senate, (1880-81, 83). In 1895, he was elected as a Republican to the Fifty-fourth and Fifty-fifth Congresses, serving until 1899. Declining to be a candidate for re-nomination, he worked in the operation of electric interurban railways and was president of the Indianapolis & Cincinnati Traction Company, until his death.
