U.S. Congressman. Born in Binford, North Dakota, he attended the University of Minnesota, graduated from the law department of the University of Wisconsin, in 1923, was admitted to the bar and practiced law in Beloit, Wisconsin. In 1931, he was elected as a Republican to the Seventy-second Congress to fill the vacancy caused by the death of Henry Allen Cooper, serving until 1933. He was again elected as a Progressive to the Seventy-fourth and Seventy-fifth Congresses, serving (1935-39). Not a candidate for re-nomination, he was nominated by President Franklin D. Roosevelt to be a member of the Interstate Commerce Commission and withdrew his name from nomination. He then resumed the practice of until his death at age 76 in Madison, Wisconsin.
