US Congressman. A member of the Democratic Party, he served Missouri's 9th District from 1977 to 1997. He graduated from Jefferson City Junior College, St. Louis University, and the University of Missouri School of Law before serving in the US Army from 1955 to 1957. From 1960 to 1966, he served as Marion County, Missouri, prosecuting attorney, an elected position. He was elected to the Missouri House of Representatives in 1966; he was re-elected four times. During his time as a US Congressman, he served on the Judiciary Committee and the Agriculture Committee, chaired the Agriculture Subcommittee on Small Farms and Forests, served on the Science and Technology Committee, chaired the Space Subcommittee, chaired the subcommittee on Investigations and Oversight, and was primary sponsor of the 1986 Firearm Owners Protection Act. After leaving Congress, the Secretary of the Department of Agriculture appointed him to be chairman of the National Commission on Small Farms, from 1997 to 1999. In 1997, he was elected to the National Rifle Association Board of Directors and served for 12 years. He died following several bouts of pneumonia.
