US Congressman. Born in County Mayo, Ireland, he immigrated with his parents to Canada in 1862. He attended schools at Sherbrooke, Province of Quebec, studied law in Boston, Massachusetts and moved to Albuquerque, New Mexico, in 1881. There he was private secretary to the general manager of the A.&P. Railroad, court stenographer of the second district of New Mexico in 1882, was admitted to the bar in 1883 and commenced practice law in Albuquerque. He bwas city attorney of Albuquerque (1887-88), a member of the Territorial Senate in 1889 and a member of the constitutional convention of New Mexico in 1890. In 1891, he elected as a Republican to the Fifty-seventh and Fifty-eighth Congresses, serving until 1905. An unsuccessful candidate for reelection, he was judge of the Federal Court of Puerto Rico (1906-10), US Attorney for the second division of Alaska (1910-13) and a special assistant US attorney to western district of Washington. Returning to New Mexico, he resumed the practice of law until his death at age 71.
