U.S. Congressman. He attended the Mississippi Military Institute, studied law, was admitted to the bar in 1883 and opened a legal firm in Bay St. Louis, Mississippi, in 1884. He was proprietor of the Bay St. Louis Gulf Coast Progress newspaper, a member of the Mississippi State Senate in 1896 and served in the Mississippi State House of Representatives in 1900. In 1903, he was elected as a Democrat to the Fifty-eighth Congress and to the next three succeeding Congresses, serving until 1911. Not a candidate for re-nomination, he moved to Louisiana and continued to practice law until his death at age 74.
