Civil War Confederate Army Officer. In 1861, Philips raised and organized the 27th Georgia Infantry, and commanded this regiment until the reorganization of May 13, 1862, when the 27th became the 31st Georgia Infantry. The 31st Georgia was one of six infantry regiments of the Lawton-Gordon-Evans brigade, Army of Northern Virginia. Later in the war, Philips was made a brigadier-general, and while commanding a brigade of State Troops, he played an inglorious role in the Battle of Griswoldville, Georgia , November 22, 1864, while trying to stem General William T. Sherman's "March to the Sea."
